Recently, the diners in the major night markets in Dongyang City, Zhejiang Province, were pleasantly surprised to find that they no longer have to worry about the oily smoke around them while eating barbecue, and the surrounding residents finally no longer have to close the doors and windows tightly. And all of this started with a pre-litigation procuratorial suggestion from the Dongyang City Procuratorate. At the end of last year, the prosecutors of the Civil and Administrative Prosecution Department of the Dongyang City Procuratorate discovered in their duties that some catering service operators in the city had not installed oil fume purification facilities and discharged the oil fume directly to the outside world to cause environmental pollution. Since the beginning of this year, prosecutors have conducted investigations and evidence collections on the smoke emission from barbecue stalls in the night market in the city for several consecutive months. During the visit and investigation, residents around a night market reported to the prosecutor that every time the barbecue stall was set up at 5 or 6 in the evening, the residents had to close their doors and windows tightly because the smell of oily smoke was too pungent. The prosecutors visited on the spot and found that most barbecue stalls have one or two high-power electric fans on the side of the grill to dissipate a large amount of oil fume generated by the barbecue outside the stalls. The small environment of these few square meters on the booth is'comfortable', but the surrounding environment has suffered severely, and the air quality and residents' lives have been severely affected. The problem of cooking fume is an environmental problem, and even more a livelihood problem. In order to better supervise and solve this'old problem' problem, on May 10 this year, the Dongyang City Procuratorate initiated the pre-litigation procedure for public interest litigation, and sent a procuratorial proposal to the relevant administrative department, requesting the relevant administrative department to perform its duties in accordance with the law. Many barbecue stalls in the city’s 4 night markets have been rectified, and the city’s catering service industry’s oil fume emissions have been specially rectified, and catering service operators are urged to install oil fume purification facilities in accordance with regulations and maintain normal use, or take other oil fume purification measures to ensure The emission of lampblack meets the standard. After the inspection recommendations were issued, the court has always paid close attention to the rectification and follow-up supervision. Relevant administrative departments not only required rectification of all the 4 night market barbecue stalls indicated in the procuratorial proposal, purchased and used smoke-free environmentally friendly grills, but also carried out a comprehensive investigation and rectification of the city's barbecue stalls. A total of 112 barbecue stalls were investigated and 80 rectifications were supervised. Home, 31 were banned. The city-wide catering oil fume pollution control was also launched at the same time. More than 2,230 catering units participated in the oil fume pollution control and installed oil fume purification devices.
