They assume an EAC certificate will clear the goods, that a preferential rate applies to Chinese origin, and that the tariff schedule is a WTO-bound one they can look up in a trade database. None of those three things is true in Azerbaijan, and each of them, discovered at the port instead of at the quotation stage, costs weeks.

Azerbaijan is a genuinely attractive market for commercial kitchen equipment right now. There were 859 hotels and hotel-type facilities in the country at the start of 2025, up 6.2% year on year, with 31,750 rooms, up 10.7% — room growth running well ahead of property growth, which is what a refurbishment and upscale-build cycle looks like. The country’s first State Programme for Tourism Development 2026–2030 targets five to six million arrivals. Baku, Shahdag, Gabala and the Absheron coast all have projects in the pipeline.

This guide covers what you actually pay to land equipment in Azerbaijan, the certification regime, the routes a container can take from China, the site services you have to build for, and a worked landed-cost example for a hotel kitchen.

Why Azerbaijan’s import rules are different from its neighbours’

Three structural facts drive everything else.

Azerbaijan is not a WTO member. It has been an observer since 1997 and accession talks continue — bilateral market-access negotiations with China were substantially concluded in June 2025 — but there is no bound tariff schedule. Rates are set unilaterally by Cabinet of Ministers decision and applied to all origins alike. Practically, that means you cannot rely on a third-party tariff database that assumes WTO bindings, and rates can change by decree.

There is no China–Azerbaijan free trade agreement. Azerbaijan’s FTAs are with CIS partners — Russia, Ukraine, Georgia, Kazakhstan, Kyrgyzstan, Tajikistan, Uzbekistan, Moldova and Belarus. Chinese-origin goods pay the full rate. There is no Form E, no Form P, no preferential certificate to chase. What you need is an ordinary non-preferential certificate of origin, and its job is documentary consistency, not duty relief.

Azerbaijan is not in the EAEU. The EAEU is Russia, Belarus, Kazakhstan, Kyrgyzstan and Armenia. EAC marking and TR CU certificates have no legal standing in Azerbaijan. This is the single most expensive misconception among buyers who came to Azerbaijan from a Central Asian project, and it is worth stating plainly to your supplier in writing: if the quotation says «EAC included», the certification line item is wrong. The Russia and CIS market guide covers where EAC does apply, and the Kazakhstan import guide covers the EAEU tariff wall next door — neither regime governs a Baku project.

What you actually pay: duty, VAT and customs fees

Azerbaijan’s official tariff structure since 2018 uses three ad valorem bands — 0%, 5% and 15%. (Some commercial aggregators still publish a 10% band; the consolidated official nomenclature does not show one in the chapters relevant to kitchen equipment.) VAT is charged at the standard rate of 18%, and the base is customs value plus customs duty plus excise — so the duty is taxed again through VAT.

The classification-by-classification picture matters more than the headline, because commercial kitchen equipment straddles bands that differ by a factor of three:

Equipos

HS heading

Duty

Combi ovens, boiling pans, bratt pans, other cooking and heating plant

8419 81

15%

Other heat-treatment plant

8419 89

5%

Refrigerators, freezers, refrigerated counters and display cabinets

8418 10 / 21 / 29 / 30 / 40 / 50

15%

Lavavajillas comerciales

8422 19

15%

Packing and wrapping machinery

8422 40

5%, reduced to 0% to 31.12.2030

Bakery, pastry, confectionery and pasta machinery

8438 10 / 20 / 30 / 40 / 50 / 60 / 80

0%

Electric ranges, hobs, grills, roasters, built-in ovens, fryers, toasters

8516 60 / 71 / 72 / 79

15%

Stainless steel table and kitchen articles; sinks

7323 93 / 7324 10

15%

Stainless steel work tables, shelving and other metal furniture

9403 20

15%

Read that table twice before you finalise a scope. A bakery line lands at zero duty; the same value of cooking equipment lands at 15%; a fabricated stainless steel table — a low-complexity, high-tonnage item — also lands at 15% and carries freight cost as well. On a bakery-heavy project the classification split can move the landed total by five figures, which is why we issue a per-model HS classification suggestion with the quotation, in a form the Azerbaijani broker can lodge directly, rather than leaving the broker to reconstruct classifications from photographs after arrival.

Customs fees are separate from duty and modest but worth budgeting. The clearance fee is tiered by customs value: 10 AZN up to 1,000 AZN; 50 AZN from 1,001 to 10,000; 100 AZN from 10,001 to 100,000; 275 AZN above 100,000. There is a further 30 AZN per declaration sheet for the electronic customs service, transit is 30 AZN, and storage runs at 0.2 AZN per 100 kg per 24 hours. Fees are doubled outside working hours or outside the designated place of clearance. The manat has been held at a de facto peg of 1.70 AZN to the US dollar since 2017, so these convert to roughly USD 6, 29, 59 and 162.

Certification: what AZSTAND requires

Commercial kitchen equipment needs an AZS certificate of conformity under the national certification system to clear customs. Certificates are issued by AZSTAND, the Azerbaijan Standardization Institute, which has been accredited to ISO/IEC 17065 since 2017, and by accredited bodies working under that system. Scope covers machinery and low-voltage and pressure equipment, which captures essentially the whole commercial kitchen.

The practical points that decide whether this takes two weeks or two months:

Foreign test evidence is usually accepted. CE declarations, IEC/CB reports and Chinese test reports can generally be used as evidence by accredited bodies without repeating the testing locally. The AZS certificate is still required — the foreign report shortens it, it does not replace it.

A local representative is required. The applicant must be an Azerbaijani legal entity. Decide early whether that is your buyer, their contractor or an appointed agent; this is a common two-week stall.

Validity is typically one year, extendable to three for serial production, so a phased hotel project should certify once for the whole scope rather than per shipment.

What makes the difference at the supplier end is the completeness of the dossier. We assemble, per model, the IEC/CB or CE test report, the wiring diagram, the component list, the rating-plate artwork and a photograph of the fitted plate, in the format accredited bodies accept directly. Our guide to kitchen equipment certifications sets out how CE, IEC/CB, ETL and NSF relate to national marks like this one.

Power and gas on site

Azerbaijan runs at 220 V / 50 Hz con Type C and Type F sockets, Type F being standard. Three-phase supply is 380 V. That is convenient — it matches the default European build — but voltage, frequency, phase and plug are still production parameters, not site adjustments, and they must be on the order. Our voltage guide covers what to declare.

Gas is the more interesting variable. Azerbaijan is heavily gasified — the network exceeds 73,000 km with over 2.6 million subscribers and national gasification reported at around 97% — so a Baku hotel will normally have reticulated natural gas rather than LPG. Do not, however, let anyone specify burners against an assumed pressure. Have the contractor measure the supply pressure at the proposed connection point and put the measured figure on the order, so injectors and manifolds are built to it. Regional and resort sites at Shahdag and in Nakhchivan should be confirmed individually rather than assumed to match Baku.

Getting the container there

Azerbaijan is landlocked from a shipping point of view, so routing is a real decision rather than a formality.

The Middle Corridor — the Trans-Caspian International Transport Route, running China to Kazakhstan, across the Caspian, to Alat — is now the headline option and has matured quickly. Baku International Sea Trade Port at Alat handled 105,000 TEU in 2025, up 37%, its first year above 100,000, against terminal capacity of 150,000 TEU rising to 260,000. The port merged with Azerbaijan Railways in February 2025, which has helped rail–sea handover. Corridor-wide 2025 volumes are reported in the range of 4.5–5.2 million tonnes and roughly 77,000 TEU. Rail transit China to Baku typically runs 14–18 days, with faster records claimed.

Sea to Georgia — container to Poti or Batumi, then road or rail to Baku — remains a competitive alternative, particularly for consolidated LCL.

Sea to Bandar Abbas and onward by road or rail through Astara or Julfa is the third option, typically around twenty days on the water plus inland leg, and is sensitive to banking and sanctions considerations that your freight forwarder should confirm rather than you.

The Caspian leg is the variable one: ferry slots at Aktau and Kuryk fluctuate seasonally. Build float into the programme rather than into the promises you make the owner. We produce in 25–45 días desde fábrica against the 60–90 days typical when an order passes through an intermediary, and on Azerbaijani projects that difference is best spent absorbing the AZS certification window and one Caspian sailing delay without moving the opening date.

Documents, the single window, and the 15-day rule

Declarations are lodged electronically through the customs e-services portal, my.gov.az and the Smart Customs application, signed with ASAN İmza, and the «Bir pəncərə» single window coordinates the agencies at the border. The customs declaration is due within 15 days of entry under Article 149 of the Customs Code — a genuine constraint if your buyer’s paperwork is incomplete when the box lands.

The standard document set is the signed contract with its number, the customs declaration, the bill of lading, the commercial invoice, the packing list, the certificate of origin, and the quality or conformity certificate. Before the container is sealed we align four documents model by model — rating plate, packing list, commercial invoice, bill of lading — because a model designation that reads differently on the plate than on the invoice is the most common reason a shipment gets held for query, and a held container in Alat burns storage fees and the 15-day clock at the same time. Sending draft copies of all documents to the buyer for checking before originals are issued costs a day and routinely saves a fortnight; our guide to payment terms and document handling covers that discipline in detail, and the Incoterms guide covers who carries which leg of this routing.

Food safety and kitchen operation

The Food Safety Agency of the Republic of Azerbaijan (AQTA) supervises the whole chain including public catering. The Law on Food Safety, in force since 2023, requires food business operators — public catering explicitly included — to apply HACCP-based procedures and maintain an internal food-safety control system. Facilities register through the agency’s electronic portal. For an equipment buyer, the practical consequence is documentary: specify equipment that supports HACCP record-keeping — digital temperature displays and probe points on refrigeration and cooking equipment, accessible drain and cleaning details on fabrication — rather than adding thermometers after the inspection.

Worked landed cost: a four-star hotel kitchen in Baku

Assume a 150-room four-star property with a main production kitchen, an all-day-dining outlet, a pastry section and a banqueting kitchen. FOB China, USD 140,000, split roughly 45% cooking and refrigeration at 15%, 15% bakery and pastry machinery at 0%, 30% stainless fabrication at 15%, 10% smallwares and packing equipment at mixed rates.

Line

Base

USD

FOB China

Equipos

140,000

Freight and insurance to Alat

Middle Corridor rail–sea, 4 × 40’HQ

18,000–30,000

Customs value (CIF basis)

—

≈ 162,000

Arancel aduanero

Weighted ≈ 12% after the 0% bakery share

≈ 19,400

IVA

18% of (customs value + duty)

≈ 32,700

Customs clearance and declaration fees

275 AZN + sheets

≈ 200–400

AZS certification

Scope certificate, whole project

1,500–5,000

Inland to site, unloading, installation

Baku metro area

6,000–12,000

Indicative landed and installed

—

≈ 222,000–242,000

The headline to take from that table is that duty and VAT together add roughly 37% to the customs value, and that VAT is calculated on top of duty. If your buyer is VAT-registered and can recover input VAT the cash-flow picture improves, but the duty is a permanent cost — which is why the classification work at quotation stage is worth doing properly rather than after the fact.

Five mistakes on Azerbaijani projects

Quoting EAC certification. It has no standing in Azerbaijan. You need AZS.

Assuming a preferential rate for Chinese origin. There is no FTA; a non-preferential certificate of origin is what you need, and it buys documentary consistency, not duty relief.

Treating the tariff as fixed and lookup-able. Rates are set by decree and are not WTO-bound; verify the current line against the consolidated nomenclature with the broker before you price.

Ignoring the 0% bakery band. Classifying a dough mixer or a rack oven as general cooking equipment throws away a legitimate zero rate.

Buying stainless fabrication on price alone. Tables, sinks and shelving are the heaviest, bulkiest, lowest-complexity items in the container and carry both 15% duty and disproportionate freight — they are worth getting right at source.
