Lodging Econometrics data puts Mexico at roughly 234 projects and 33,131 rooms in the pipeline — about a third of all projects and rooms in the entire regional pipeline. Mexico City leads at city level with around 25 projects and 2,737 rooms; Riviera Maya carries roughly 14 projects and 1,606 rooms, and Cancún, Riviera Maya and Los Cabos together have more than 5,000 rooms under construction due to reach the market between 2025 and 2027. Named openings include The Ritz-Carlton, Riviera Maya with around 300 keys and a Park Hyatt on the coast between Cancún and Puerto Morelos.

That is a lot of commercial kitchens. It is also a market that changed its import rules on 1 January 2026, which is why a 2025 landed-cost model will now mislead you. This guide covers what changed, what it costs to land equipment, what certification you need, and the one technical issue that catches almost every buyer sourcing from Asia: Mexico runs at 60 Hz.

What changed for importers in 2026?

In late December 2025 Mexico published a decree amending the general import and export tax law (the LIGIE/GIETL schedule), in force from 1 January 2026. The headline points, as reported by trade counsel and customs advisories:

1,463 tariff lines were modified — roughly 12 percent of the Mexican tariff schedule

Increases range from 5 percent to 50 percent, depending on the product category

The measures are aimed at goods originating in countries without a free trade agreement with Mexico. China, South Korea, India, Vietnam, Thailand, Brazil, Indonesia, Chinese Taipei, the UAE and South Africa are the sources most affected

Affected categories reported include automotive, textiles, plastics, steel and aluminium, footwear, toys, paper, glass, furniture and appliances

A subsequent presidential decree extended tariff treatment to a further 185 tariff lines

Here is the practical consequence, and it is the single most useful thing in this guide: commercial kitchen equipment spans many tariff lines, and whether a given line was touched is a fracción-by-fracción question. A combi oven, a walk-in condensing unit, a stainless work table and a dough mixer sit under different headings and may now attract very different duty. Do not budget from a category-level assumption in either direction.

Before you place an order, have your Mexican customs broker confirm the fracción arancelaria and current IGI rate for each model on your equipment schedule, in writing, against the current schedule. Ask your factory for a model-by-model HS classification to hand the broker — we issue one with every quotation for Mexico, because the classification is what drives the number, and getting it from the factory rather than reverse-engineering it from a photo removes a week of back-and-forth.

What actually lands: IGI, DTA and IVA

Three layers sit on top of your customs value. Customs value is normally CIF — if you are still deciding between FOB and CIF terms, our guía de Incoterms para compradores de equipamiento de cocina covers where that risk sits.

Layer

Base

Notas

IGI (import duty)

Valor en aduana

Varies by fracción; changed for many lines from 1 Jan 2026

DTA (customs processing fee)

Valor en aduana

Commonly around 0.8 percent, with fixed-fee treatment for certain pedimento types

IVA (VAT)

Customs value + IGI + DTA

16 percent general rate; a reduced 8 percent rate applies in the designated northern and southern border regions under the border stimulus decree

The important distinction is recoverability. IVA paid at import is creditable against output IVA for a registered Mexican business, so for a hotel or restaurant company operating in Mexico it is a cash-flow item rather than a permanent cost. IGI and DTA are not creditable — they are permanently part of your asset cost. When you compare a Chinese factory price against a US or Mexican distributor price, compare the duty layer honestly and treat IVA separately, because it appears on the Mexican quotation too.

Rates and thresholds move. Every figure above should be confirmed by your agente aduanal against the schedule in force on the day of entry.

What certification does Mexico require?

Mexican product regulation runs on Normas Oficiales Mexicanas — NOMs. For commercial kitchen equipment the ones that come up are:

NOM-003-SCFI — safety of electrical products connected to mains supply. This is the core electrical safety NOM and applies to most mains-powered equipment

NOM-024-SCFI — commercial information and labelling: Spanish-language labelling and instructions covering voltage, frequency, power consumption, importer identification and warranty terms

Gas-fired appliances fall under a separate set of Mexican standards rather than NOM-003-SCFI. Confirm the applicable NOM for each gas appliance with your verification unit before shipping — do not assume the electrical certificate covers the gas range

Certification and verification must come from bodies accredited by EMA, the Mexican accreditation entity. The practical work sits with the exporter: a complete technical file per model — IEC/CB or CE test reports, wiring diagrams, component lists, rating-plate artwork and photographs — is what lets a verification unit act quickly rather than opening a new evaluation from scratch. Our certifications guide explains how CE, IEC/CB and country marks relate to each other.

Two details that cause avoidable delays: the rating plate must carry the Spanish-language commercial information, and the model designations on the rating plate, packing list, commercial invoice and bill of lading must match exactly. We cross-check those four documents against the nameplates before a container is sealed, and it is the cheapest hour anyone spends on a Mexican shipment.

Mexico is a 60 Hz country — plan for it

Almost every market covered in our country guide series runs at 50 Hz. Mexico does not. The distribution standard is 127 V single phase and 220 V three phase at 60 Hz, with 440 V three phase in larger facilities, and NEMA-pattern plugs rather than Schuko or BS 1363. Equipment built for 220–240 V / 50 Hz does not simply plug in.

What frequency actually changes:

Induction motors run about 20 percent faster on 60 Hz. Extract fans, dishwasher wash and rinse pumps, mixer drives and condenser fans all shift. Faster is not automatically better — it changes airflow, pump pressure, bowl speed and current draw

Refrigeration compressors must be the 60 Hz variant. Capacity and motor characteristics differ; this is a build selection, not a site adjustment

Some controls and timers are frequency-referenced and will run off-schedule

Resistive heating elements are frequency-independent but very much voltage-dependent — an element rated for 230 V on a 127 V circuit delivers roughly a quarter of its power

127 V single phase means countertop equipment specified as «220 V single phase» needs either a different build or a dedicated 220 V circuit that the electrical contractor has to be told about at design stage

All of this is a production parameter, not a modification. Voltage, frequency, phase and plug pattern are declared on the order and the line builds to them — element ratings, the matching compressor variant, contactor and transformer tappings, and cable glands. Our voltage and frequency guide goes through the full order checklist. The warranty we issue is written against the supply conditions you declare, which is why the declaration matters more than the boilerplate.

Who can import, and through which port?

Mexico requires the importer of record to be registered on the Padrón de Importadores with the tax authority, with additional sector-specific registration for some goods. Customs entries are filed by a licensed agente aduanal on a pedimento. A foreign supplier cannot self-clear; your Mexican entity or your distributor must be the importer of record, and this needs to be settled before the container sails, not while it is on the water.

Port

Coast

Typical use from South China

Manzanillo

Pacific

Highest container throughput; natural gateway from Asia; inland rail to the Bajío and Mexico City

Lázaro Cárdenas

Pacific

Second Pacific option, often less congested

Veracruz

Gulf

Best for the east and the Yucatán corridor

Altamira

Gulf

Industrial northeast and Monterrey region

Port-to-port transit from South China to Manzanillo commonly runs 18–28 days, with inland movement to Mexico City or the Bajío on top. For Cancún and Riviera Maya projects, compare a Pacific routing plus long inland haul against a Gulf routing into Veracruz — the answer changes with the season and with container availability, so ask your forwarder to quote both.

Ex-factory lead time is where you buy back schedule. Our production runs 25–45 days ex-factory against the 60–90 days typical when an order is routed through a trading intermediary, and that margin is what absorbs certification review and a customs inspection without moving the opening date.

Indicative FOB budgets for Mexican projects

Property type

Indicative equipment package, FOB USD

Café / QSR, 40–60 covers

16,000–38,000

Full-service restaurant, 100–150 covers

35,000–75,000

Select-service hotel, 100–140 keys

60,000–120,000

Upper-upscale / resort, 200+ keys, multiple outlets

140,000–320,000

All-inclusive resort with buffet and banquet, 400+ keys

250,000–600,000

Central production kitchen / commissary

90,000–220,000

These are equipment-only FOB bands and exclude duty, IVA, freight, installation and local ductwork. All-inclusive resorts sit at the top of the range because buffet, banquet and multiple outlet kitchens multiply hot-holding and refrigeration counts rather than adding a fixed premium.

Two practical notes for Mexican coastal projects. Specify 316 stainless for exposed fabrication in Cancún, Riviera Maya and Los Cabos rather than accepting 304 throughout — the cost delta is small against a salt-air replacement cycle. And take the spare parts kit seriously: door gaskets, thermostats, contactors, burner injectors and castors shipped with the container, backed by a two-year written warranty on the units and a named replenishment source in the order documents. Aftermarket coverage for Asian-built equipment thins out quickly outside Mexico City, Guadalajara and Monterrey, and a 60 Hz-specific part is not something a local wholesaler will have on a shelf.

Preguntas frecuentes

Did the 2026 tariff reform raise duty on commercial kitchen equipment?

The decree modified 1,463 tariff lines with increases from 5 to 50 percent, targeting goods from countries without an FTA with Mexico, and reported categories include appliances. Whether a specific line covering your equipment was affected is a fracción-by-fracción question. Have your customs broker confirm the current IGI rate per model before you commit to a budget.

Is IVA on imported equipment recoverable?

For a registered Mexican business, import IVA is generally creditable against output IVA, making it a cash-flow item rather than a permanent cost. Import duty and the DTA processing fee are not creditable. Confirm your position with your Mexican accountant, since it depends on your registration and activity.

Can I use equipment built for 220 V / 50 Hz in Mexico?

Not reliably. Mexico is 127 V / 220 V at 60 Hz. Motors run about 20 percent faster, refrigeration needs the 60 Hz compressor variant, and heating elements sized for 230 V will badly underperform on a 127 V circuit. Declare voltage, frequency, phase and plug pattern on the purchase order so the equipment is built correctly.

Do I need NOM certification before the goods arrive?

Plan on it. NOM-003-SCFI applies to mains-connected electrical products and NOM-024-SCFI governs Spanish-language commercial labelling, with certification through EMA-accredited bodies. Gas appliances fall under separate standards. Start the process with a complete technical file per model well before shipment.

Which Mexican port should I ship into?

Manzanillo is the highest-volume Pacific gateway from Asia, with Lázaro Cárdenas as the alternative. Veracruz and Altamira serve the Gulf side and are often better for Yucatán and northeastern projects. Transit from South China to Manzanillo commonly runs 18–28 days port to port; ask your forwarder to quote both coasts for peninsula projects.

Talk to us before your broker quotes the duty

Send your equipment schedule, destination port and site voltage and we will return a model-by-model HS classification, a 60 Hz build confirmation and an FOB quotation your customs broker can price against directly. Working with an established factory rather than a reseller matters most on markets like this one, where the build has to change for the destination — our guide to the principales fabricantes de equipos de cocina comercial en China is a reasonable place to start that comparison. Nuestro equipo de exportación está listo para apoyar su proyecto — WhatsApp +86 158 1364 3427.

{"@context":"https://schema.org","@type":"FAQPage","mainEntity":[{"@type":"Question","name":"Did the 2026 tariff reform raise duty on commercial kitchen equipment imported into Mexico?","acceptedAnswer":{"@type":"Answer","text":"The December 2025 decree, in force from 1 January 2026, modified 1,463 tariff lines with increases from 5 to 50 percent, targeting goods from countries without a free trade agreement with Mexico, and reported categories include appliances.
