It is in a customs union with the EU, applies the EU’s tariff structure, uses CE marking, and runs European plugs and voltages. Buyers reason from that to a conclusion that does not follow — that goods bought in China will be treated the way goods bought in Germany are.

They are not. Chinese-origin goods meet a second tier of charges EU-origin goods never see, and a valuation mechanism that can raise your tax bill precisely because your invoice was competitive. Here is what a Turkish hotel project actually pays, what the factory must produce, and where the schedule risk sits.

Does the EU Customs Union help when you buy from China?

Not directly, and this is the most expensive misunderstanding in the market.

The Türkiye–EU Customs Union covers industrial goods in free circulation between the two territories, and the A.TR movement certificate that accompanies them certifies free-circulation status, not origin. Chinese-made equipment already imported into the EU and cleared there can move on to Türkiye under an A.TR without further customs duty. The same equipment shipped directly from Shanghai to Mersin cannot — there is no A.TR to issue, because it was never in free circulation.

Second, equally important: there is no free trade agreement between Türkiye and China. Türkiye has FTAs with EFTA, the UK, South Korea and others, but not China. There is no preferential rate to claim and no origin certificate that unlocks one — a Form E is simply not applicable, which surprises buyers coming from ASEAN markets.

What the Customs Union does give you is the tariff structure: Türkiye aligns its industrial tariff with the EU Common Customs Tariff, so base duty rates are broadly the European ones — often modest, and on some catering equipment headings very low. That is where most buyers stop reading, and where the problem starts.

What will a Turkish project actually pay?

Three charges stack, and the second is the one that catches people.

Base customs duty, aligned to the EU Common Customs Tariff and applied to the CIF value.

Additional Customs Duty (İlave Gümrük Vergisi, İGV). A protective duty applied to non-EU-origin goods across a wide range of HS codes — furniture, plastics, metals, machinery components, domestic and commercial appliances among them. It sits on top of the base duty and is precisely what makes Chinese origin more expensive than EU origin for an identical product. The framework was updated with effect from 1 January 2026, bringing new HS codes into scope and raising rates on others, with commercial reporting putting the top of the range near 48% for some categories.

KDV (VAT) at the standard 20% rate, on CIF plus customs duty plus İGV plus any special consumption tax. It applies regardless of origin and is recoverable by a VAT-registered Turkish importer — a cash-flow item rather than a true cost, but a substantial one that must be financed at clearance.

Because İGV rates vary so widely by HS code and the schedule changes annually, no article can give you your number. The method is what matters: have your Turkish broker run every HS code against the current tariff and the current İGV Tebliğ before you sign. A catering package spans six to twelve HS headings, and it is entirely normal for two to carry İGV while the rest do not. Our Incoterms guide sets out who bears which of these charges under FOB, CIF and DDP.

The surveillance price trap

Türkiye operates a surveillance regime (gözetim uygulaması) under which the Ministry of Trade sets minimum reference unit values for designated products. If your declared invoice value falls below the reference for that HS code and you do not hold a surveillance certificate obtained before arrival, customs may assess duty and VAT on the reference value rather than on what you actually paid.

The consequence is counter-intuitive and worth stating plainly: on a surveillance-listed product, negotiating a lower invoice price does not reduce your tax bill — it can leave you paying tax on a value you never paid. Buyers who have spent years driving unit prices down elsewhere need to check the list before they optimise. The 2026 framework covers a large, regularly updated set of product groups, so run the check per HS code at quotation stage, not at shipment stage.

TAREKS: you cannot clear without a reference number

TAREKS is the Ministry of Trade’s risk-based import control system, and it is a hard gate. Products falling within the scope of the import inspection communiqués — including the communiqué covering products that must bear CE marking — require a TAREKS reference number before customs clearance can complete. No reference number, no clearance, and the container sits.

The application is made electronically by the Turkish importer, who must be registered with an electronic signature. TAREKS assigns a risk score from the HS code, the product and the importer’s history: low-risk consignments are approved automatically, often within a day, while higher-risk ones go to document review or physical inspection, carried out for CE-marked products by TSE (the Turkish Standards Institute). Coverage has broadened in recent years, so a product that cleared outside scope last time may be inside it now.

Two scheduling implications: your importer must be TAREKS-registered before the goods sail, not after they arrive, and the programme needs a realistic window — automatic approval is fast, a referral to physical inspection adds days, and incomplete documentation adds weeks. Which marks apply to which equipment is covered in our guide to kitchen equipment certifications.

What must the Chinese factory actually produce?

For a Turkish project the document pack is essentially the European one, plus Turkish-language requirements:

EU Declaration of Conformity covering the directives and regulations that apply to each item — Low Voltage, EMC, Machinery, and the Gas Appliances Regulation for gas-fired equipment.

Test reports supporting the declaration, from a laboratory whose reports the inspecting body will accept.

Rating plate physically fitted and matching the declaration, plus artwork for the file.

Wiring diagram and component list — routinely requested in a TAREKS document review and routinely missing.

User and installation manual in Turkish. A frequent point of failure — budget the translation time into the production schedule.

Certificate of origin, commercial invoice, packing list and bill of lading, with model designations written identically on all four — inconsistent model naming is among the most common triggers for a customs query anywhere. Our pre-shipment inspection guide covers verifying this before the container is sealed.

Power, gas and climate on a Turkish site

Türkiye runs 230 В однофазный / 400 В трехфазный при 50 Гц with Type F (Schuko) sockets — the continental European envelope, which makes configuration straightforward compared with 60 Hz markets. Natural gas is reticulated in Istanbul, Ankara, Izmir and most provincial cities, with LPG common on resort sites outside the network; injectors and governors must be ordered for the gas family actually supplied, as covered in our gas supply guide И наш voltage guide.

Refrigeration deserves separate attention. Antalya, Adana, Mersin and the southeast run hard summers, and a poorly ventilated plant room sits well above ambient. Specify climate class 4 (T), rated at 43 °C, for coastal and southern sites rather than accepting a class N unit rated at 32 °C. A class N machine clears customs perfectly well and then loses capacity in August, exactly when the hotel is full. Reserve the condenser air-intake clearance on the drawing while there is still room to move it.

Routes and lead time

Sea freight from South China to Mersin — the main Mediterranean gateway and the natural port for Antalya and southern resorts — or to the Marmara ports serving Istanbul typically runs 25–40 days port to port depending on service and transhipment. Rail is a real alternative for time-critical consignments: the Middle Corridor via Kazakhstan and the Caspian connects to the Baku–Tbilisi–Kars line into eastern Türkiye, the routing we cover from the other end in our Azerbaijan import guide.

Our standard ex-works lead time is 25–45 days against the 60–90 days typical of orders routed through a trading intermediary. On a Turkish project that differential has one specific job: it absorbs a TAREKS referral to physical inspection without moving the opening date.

Why Türkiye is worth the paperwork

Türkiye received a record 52.78 million foreign visitors in 2025, 63.94 million total visitors, and tourism receipts of roughly USD 65.2 billion. The accommodation base stood at about 21,935 establishments and more than 1,019,000 rooms as of August 2025, and Istanbul’s five-star capacity is projected to grow around 12% in 2026 on several major openings — a large, active pipeline of fit-outs and refurbishments concentrated in Istanbul, Antalya, Bodrum, Izmir and Cappadocia.

Indicative equipment budgets

Indicative FOB China ranges for the equipment package only — excluding freight, duty, İGV, KDV, ventilation ductwork and installation:

80–120 key city hotel, single restaurant and breakfast service: USD 55,000–110,000

200–300 key resort, main buffet plus two outlets and pastry: USD 180,000–380,000

400+ key all-inclusive resort with central production kitchen and satellite outlets: USD 450,000–900,000

Standalone restaurant, 80–120 covers: 25 000–60 000 долларов США

Central production kitchen for a small hotel group, with blast chilling and cold rooms: USD 300,000–700,000

Add freight, duty, İGV and clearance on top, then hold KDV separately as recoverable cash flow.
