Pakistan Commercial Kitchen Equipment Import Guide 2026: Customs Duties, Sales Tax, PSQCA Certification, Ports & Hotel Project Costs

Pakistan has been an awkward market to quote for years — not because demand was missing, but because the cost of landing a container kept moving. That is changing. The National Tariff Policy 2025–30 is cutting duty slabs and phasing out additional customs duty, and the FY2026–27 budget continued the process. At the same time the hospitality pipeline has picked up: Holiday Inn signings in Lahore and Islamabad, a five-star-plus approval in Lahore in May 2026, and a zero-tax hotel policy pushed for Islamabad in April 2026 to pull investment into the Karachi–Lahore–Islamabad triangle.

This guide sets out what a buyer actually pays, what has to be certified, how long a container really takes, and what to specify for Pakistani site conditions. Rates and rules change with each finance bill, so treat every figure here as a planning benchmark and confirm the current position with your clearing agent before you commit.

What it costs to land commercial kitchen equipment in Pakistan

Pakistan stacks several levies on an imported consignment, and the base grows at each step. In broad terms:

  • Customs Duty (CD) — the tariff reform is moving the structure toward 0%, 5%, 10% and 15%, with the old 20% top slab being retired over the policy period. In the FY2026–27 budget, rates of 20%, 15% and 10% were reduced to 15%, 10% and 5% on a further tranche of tariff lines.
  • Additional Customs Duty (ACD) — being eliminated over four years from FY26. Recent budgets cut ACD across thousands of tariff lines, including 6% to 4% on 449 lines and 4% to 2% on more than 2,100. Most catering machinery now sits at the low end.
  • Regulatory Duty (RD) — capped at 20% and generally aimed at consumer and luxury goods rather than kitchen machinery. Check your specific HS line; a wrongly classified item can attract RD it should not.
  • Sales tax — 18% standard rate, charged at the import stage on the duty-paid value.
  • Value addition sales tax — commonly applied to commercial importers on top of the standard rate. If the equipment is imported by the end user for its own project rather than for resale, the position differs; ask your agent which applies to you.
  • Advance income tax — withheld at import, typically in the low single digits for registered filers and materially higher for non-filers.

A worked example on a USD 50,000 order

Take a hotel kitchen package at USD 50,000 FOB, with USD 3,000 freight and insurance to Karachi, giving an assessed value of about USD 53,000.

That is roughly 1.49 times FOB before port handling, transport and agent fees — a number that frightens first-time buyers. The more useful figure is what stays with you. Sales tax and value addition tax are creditable for a sales-tax-registered business, and advance income tax is adjustable against the year’s liability. The genuinely unrecoverable element is the duty layer, which on this example is about USD 9,000, or FOB plus 18%. Budget the full amount as working capital and the recoverable portion as a timing question, exactly as buyers do in India and Bangladesh.

Does the China–Pakistan FTA cut your duty?

Sometimes, and it is always worth checking. Under CPFTA Phase-II, in force since December 2019, the two countries are liberalising 75% of tariff lines — over 15 years on the Pakistani side. Concessions apply line by line, so two items in the same container can be treated differently.

To claim any concession, the consignment needs a Certificate of Origin Form P issued in China, and the goods have to satisfy the agreement’s rules of origin. Form P must agree with the invoice, packing list and bill of lading down to model numbers and quantities; a mismatch is one of the most common reasons a preference claim is refused at Karachi. Ask your supplier before the order whether each HS line you are buying carries a concession, then decide whether the paperwork is worth it for that shipment.

PSQCA conformity assessment: what needs a certificate

The Pakistan Standards and Quality Control Authority operates a mandatory certification mark scheme under the Pakistan Conformity Assessment Rules 2011. Items on the compulsory list — roughly 166 products, including safety of electrical appliances and gas appliances — require a Conformity Assessment Certificate before customs clearance.

Two practical points. First, whether your items fall inside the list depends on classification, not on the fact that they are “commercial” equipment, so confirm it early rather than at the port. Second, PSQCA may accept a conformity assessment certificate issued by a recognised foreign body, which is why a clean technical file matters: CE or IEC/CB test reports, a declaration of conformity, wiring diagrams, rating-plate photographs and a model-by-model HS classification. Documents that disagree with each other are what turns a three-day clearance into a three-week examination.

Ports, dry ports and realistic transit times

  • Karachi Port and Port Qasim handle the overwhelming majority of Pakistan’s container traffic and are the default for project cargo. South China to Karachi runs about 12–20 days depending on service, with 14–18 typical.
  • Gwadar has limited liner coverage; treat it as a special case rather than a routine option.
  • Dry ports at Lahore, Islamabad, Faisalabad, Sialkot and Multan allow clearance inland under bonded carriage, which suits an up-country hotel but adds roughly 5–10 days.

Clearance itself is normally 3–7 working days where documents are clean and the goods declaration is not selected for examination. Build 2–3 weeks of contingency for a project handover date. Our production runs 25–45 days ex-factory against the 60–90 days common when equipment is bought through an intermediary, and on Pakistani projects that difference is usually what absorbs a clearance delay without moving the opening date.

Clearance mechanics: WeBOC, Pakistan Single Window and payment

Goods declarations are filed through WeBOC, now integrated into the Pakistan Single Window, which links FBR, the State Bank, banks and other regulators into one submission. Two 2026 changes matter for planning. PSW is removing the requirement to obtain an Electronic Import Form before clearance, replacing it with electronic trader profiles exchanged with authorised dealer banks. And from 3 August 2026 duty and tax payments on declarations at Karachi Collectorates move to 1Link’s “1Bill – Invoice” option rather than the FBR biller — a small operational detail that has already stranded consignments elsewhere when an agent used the old route.

Payment terms are usually a letter of credit, sometimes with a partial advance. Confirm with your bank which documents the LC will call for, and make sure the packing list format your supplier issues can actually satisfy it.

Power and gas: what to specify for a Pakistani site

Pakistan runs 230 V single phase and 400 V three phase at 50 Hz. Three-phase supply is normally required above about 7.5 kW, which covers most combi ovens, hood-type dishwashers, fryer banks and induction suites. Running cost has improved. Industrial tariffs were cut by up to Rs4.58 per unit from February 2026, taking small industry from about Rs30.80 to Rs26.23 and high-tension supply to roughly Rs27. Commercial tariffs remain higher, in the region of Rs37–40 per kWh, which is why gas-fired cooking still wins on operating cost for high-volume ranges and tandoors. Piped natural gas for commercial premises is not reliably available everywhere, so specify LPG injectors and regulators, or dual-fuel where the model allows, rather than assuming a mains connection.

Climate and material specification

Karachi is coastal, humid and salt-laden; Lahore, Multan and Sukkur regularly exceed 45 °C in summer. Specify refrigeration with climate class 4–5 compressors rated at 43–46 °C ambient and leave real condenser clearance in the layout. For coastal Karachi installations, 316 stainless on exposed external fabrication is worth the premium; 304 remains correct for interior work. Banqueting deserves separate attention in Pakistan. Wedding and function volumes at marquee venues are large and seasonal, and the equipment failure mode is capacity rather than quality — undersized bulk cooking, too little hot holding, no blast chilling. The spares question nobody asks until month four

Pakistan is a big country with uneven after-sales coverage outside the main cities. A door gasket, a thermostat, a contactor, a burner injector or a castor is a two-day problem if the part is in the store and a six-week problem if it is not.
